This black and white panoramic photograph shows three men sitting in chairs, two of which are in military uniform. It is likely that the two men in uniform are M. G. Cook and Roy Campbell Smith, the naval governor of Guam. Standing behind them are 14 women and one man outside a building.
The reverse side of this photograph identifies this image as the Department of Education and includes all of the names of those pictured (although it is not clear if the names are listed in order). Listed on the reverse are Lieut. Cmdr. M. G. Cook, [Headquarters] Department, the Governor, [name illegible] Superintendent of Schools, followed by the signatures of the individuals standing.
